RUBS is a billing system that divides shared utility expenses (water, trash, and sometimes electric) among multiple apartment units proportionally based on occupancy numbers or square footage rather than metering individual consumption.
A Ratio Utility Billing System (RUBS) allows apartment building owners and managers to allocate the cost of shared utilities among tenants when individual metering is not practical or available. Under RUBS, expenses for water, sewer, trash, and occasionally electric service are divided among units using a proportional formula based on either the number of occupants per unit or the unit's square footage.
In the Houston rental market, RUBS helps landlords manage utility costs in older multifamily buildings or situations where installing separate meters for each unit would be economically unfeasible. Rather than absorbing these costs entirely or passing a flat fee to all residents, RUBS creates a formula so that larger units or those with more occupants contribute proportionally more to the shared bill. A two-bedroom apartment, for example, would typically pay a higher share than a studio.
Tenants should understand how their particular building calculates RUBS charges, as the method can vary. Some properties base it on occupancy (number of people), others on square footage, and some use a hybrid approach. The system is transparent when properly documented in a lease agreement, and it affects monthly rent or appears as a separate line item on utility invoices.
